And the implication is he didn’t want to, so the mayor put him on leave. Am I reading that right?

Sounds like the mayor wants a permanent speed trap, and the ‘chief’ (chief of himself?) doesn’t. When nobody will answer questions, though, all we can do is surmise, and it might be something else entirely. Small town America gets kooky sometimes.
