Because leases are considered a property right, the courts have made it hard to limit drilling on existing leases. Dropping new leases to the legally required minimum is a good way to limit future drilling, though we’ll eventually need power in Congress and the courts to break existing leases too.

What the hell? You need to offer leases for offshore oil drilling, before building offshore wind farms in that area? How much did that cost the oil companies?
I can think of another way to limit offshore oil and gas.
