Even without saying it literally, Hamas is backed by Iran and they want to destabilize the middle east. Israel wants as much land as possible. So the plan is Israel ask Hamas to attack them so they can retaliate and occupy more land. A win win situation. They have been in this state for decades.
Hamas is an asset to Israel.
