Denmark has among the highest car registration taxes in the world and is generally doing fairly well in that. We also have with EVs a very good replacment for combustion engine cars with much lower emissions, but no comparable commercially somewhat viable alternative for flying.
That varies a lot. People will often choose a train, or EV, or to not travel at all when they can’t fly.
In general, the impact of discouraging air travel is to lower emissions.
What I’m trying to say is we should apply the same discouragements to driving.

Paris has done an amazing job of getting people out of cars recently, and deserves emulation on that score
